The HREL Norfolk Segment will repurpose I-64 in both directions from I-264 in Virginia Beach to I-564 in Norfolk. The three existing general purpose (GP) lanes and shoulders will be converted to one part-time, high-occupancy express shoulder lane and three GP lanes. The bridges over Tidewater Drive will be widened and rehabilitated. Several existing bridges along the corridor will be rehabilitated and spot widening will occur to accommodate the typical section along the corridor.

- Bridge replacement of Chesapeake Boulevard in both directions
- Nine miles of shoulder rehabilitation/strengthening in each direction
- Roadway widening in spot locations to maintain minimum shoulder width
- Right of way acquisition in spot locations
- Tolling gantries
