The Hampton Roads Express Lanes network recommends the E-ZPass Flex transponder to give you options when traveling. With 45 miles of Express Lanes on the way that will operate 24 hours a day, 7 days a week, we recommend drivers pick up an E-ZPass Flex transponder, or exchange their standard transponder for the added flexibility.

Why E-ZPass Flex?

E-ZPass Flex takes convenience to the next level. It offers an additional feature: a toggle that allows you to switch to HOV ON when you have a passenger and use the Express Lanes toll-free, or switch to HOV OFF as a solo driver and pay the Express Lanes toll.

Why Switch to Flex

If two or more people are in the vehicle, and only have an E-ZPass Standard transponder, you will stay pay the toll to use the Express Lanes.

Those with an E-ZPass Flex transponder switched to HOV ON with two or more in vehicle can take the Express Lanes toll-free.

How to Use the E-ZPass Flex

Solo drivers switch the E-ZPass Flex transponder to HOV OFF and pay the toll to use the Express Lanes.

When two or more people are in the vehicle, switch the E-ZPass Flex transponder to HOV ON and use the Express Lanes for toll-free.

Where to Get Your E-ZPass Flex

The transponders are free and you can get them at various retail locations across Hampton Roads, including the E-ZPass Customer Service Centers and DMV locations.

To exchange your standard E-ZPass to a Flex Transponder, you will need to visit an E-ZPass Customer Service Center. Locations include 1701 Church Street in Norfolk and 4010 Victory Boulevard in Portsmouth.

NOTE: You can use the E-ZPass Flex on the Downtown and Midtown Tunnels; however, these tunnel tolls do not have a free HOV option and must be paid regardless of the number of passengers. You can use your E-ZPass across Virginia and anywhere E-ZPass is accepted.
